Dr Ian McRae has wide experience of government, with 35 years of public service prior to completing his PhD in health economics.  Ian brings to Fianian statistical, economic and econometric skills, together with a deep knowledge of government, including both budgetary and policy processes and high level management skills.

Ian was trained in statistics and worked for many years in the design and analysis of surveys including management of Australiaís first significant longitudinal survey.  He has worked at a senior level in the Department of Financeís central budgetary areas oversighting whole of budget preparation, and for five years was the head of the Medicare Benefits Branch in the Department of Health and Ageing, with responsibility for annual expenditures of over $7 billion.

Ianís consulting experience ranges from development of funding models for complex programs, design and implementation of evaluation processes, and cost effectiveness analyses of health programs.  Most recently he has been engaged to assist the National Hospitals and Health Reform Commission, to contribute to the work of Fianian in reviewing mental health service provision in UK, and has advised the Health Research Council of New Zealand on the selection of health services research projects.

Ian's experience in government encompasses policy development and program implementation, and was based on the capacity to work, and develop strong relationships, with the diverse range of players and interests in complex fields such as the negotiation of funding agreements with the health profession.
